ROOSEVELT BLOW PROMOTED TO CAPTAIN


Roosevelt Blow, a 27-year veteran of the Los Angeles County Sheriff's Department, was recently promoted to the rank of Captain by Sheriff Lee Baca, and assumed command of the Mira Loma Detention Center in Lancaster. In this new position, he will be responsible for overseeing the custody and care of detainees. In 1997, the Los Angeles County Sheriff’s Department entered into a contract with the United States Immigration and Naturalization Service to house Federal detainees awaiting deportation hearings.

Captain Blow’s career with the Sheriff's Department began in October of 1976, when he attended the Department’s Training Academy. After graduating, four months later, his first assignment as a Deputy Sheriff was at the Men’s Central Jail. He later worked assignments at Court Services Bureau, Lennox Station and Recruit Training Bureau. Captain Blow was promoted to Sergeant, in October 1987, and was assigned to Temple Station. After working patrol for several years he transferred to Safe Streets Bureau where he supervised a Gang Enforcement Team and later moved on to the Internal Affairs Bureau. In November 1993 he was promoted to Lieutenant and was assigned to the Century Regional Detention Facility, to supervise the Special Projects. Captain Blow also worked at the Walnut/San Dimas Station. He then took an assignment at the Biscailuz Recovery Center where he was responsible for renovating and re-opening the facility, upon completion of this task he then assumed the duties of Unit Commander at Correctional Food Services. He then transferred to the Leadership and Training Division Headquarters Unit where he served in the capacity of Division Operations Lieutenant until his current promotion to Captain.

Captain Blow is a graduate of the Federal Bureau of Investigation’s National Academy in Quantico, Virginia. In 1999 he received a Quality Service Award from Custody Division for his accomplishments for the Biscailuz Recovery Center project. Captain Blow resides in Ontario with his wife, Kim, of 21 years. They have two children: a daughter, Devon, 19, a college student and a son, Roosevelt, Jr., who will graduate from high school this month. During his free time Captain Blow volunteers with the United Peace Officers Against Crime (UPAC) summer camp program for children. He also enjoys weight training and cycling.
